Paris Scholar Publishing Ltd was established in 2013 and began publishing the bimonthly Health Behaviour and Policy Review from January to February 2014. Co-founders included Elbert D. Glover, PhD, FAAHB, FASHA, Penny N. Glover, MEd, CCRC, and Robert J. McDermott, PhD, FAAHB, FASHA. Dr. Elbert and Penny Glover sold their shares in Paris Scholar Publishing (PSP) Ltd and its publications in 2019 to Dr. Annie Lu Nguyen, who assumed the role of majority owner and executive editor. PSP Ltd adheres to the best practices of the Committee on Publication Ethics and the International Committee of Medical Journal Editors, including all principles of transparency.
